U-5118 BALigon Mill RoadThis project will improve vehicular and pedestrian traffic flow by constructing additional lanes with a variable median, adding sidewalks, bike lanes, streetlights, pedestrian signal improvements and relocating utilities on Ligon Mill Road. The current roadway typical section from S. Main Street (US-1A) to Walmart driveway consists of 2 lanes with left turn bays, with a speed limit of 35 mph. Ultimately, this construction project will widen the roadway from 4 to 5 lanes in existing ROW from the Walmart driveway to Brimfield Springs Lane, from 3 to 5 lanes to the US-1A intersection with minimal ROW acquisition, and by restriping the existing asphalt south of the intersection near BP gas station. A signal upgrade to accommodate pedestrian phase with push-button assembly will be incorporated at the intersection of US-1A and Ligon Mill Rd. The section from the Walmart driveway to US-1A will be enhanced with the installation of 5’ sidewalks and 4-ft wide bike lanes along both sides of Ligon Mill Road. A 0.2 mile sidewalk gap will be filled on the east and west side of Ligon Mill Road providing pedestrians with direct connections to transit, shopping centers, schools, medical and office facilities along this north-south commuting route in Wake Forest. This road widening is necessary for and supports planned growth in an urban area on an existing road with no relocation of families or businesses and no impact on any minority or low-income population. This project will not alter the usefulness or land use of adjacent properties. Minimal impacts are anticipated to property owners with access being preserved and the use a vertical retaining wall to maintain the existing parking. U-5529Avent Ferry Road ImprovementsThis project extends from the intersection of NC 55 (Bypass) to Piney-Grove Wilbon Rd. The total length of roadway widening is approximately 1,300ft. The proposed typical section is a four-lane, median-divided roadway with curb and gutter. The two travel lanes in each direction would be twelve feet wide, with a five-foot bicycle lane in each direction and five-foot sidewalk on one side and an eight foot sidewalk on the other. The raised grass median would vary from 9.5 feet to approximately 15 feet, depending on the need for turn lanes at intersections. B-5121Capital Boulevard and Peace Street Bridge ReplacementThis project involves the construction of square loops south of Peace Street to integrate the interchange scheduled to be replaced in 2016 with the urban street grid. The exit points would be located at the existing location of Johnson Street. Southbound traffic exiting for Peace Street would make a series of right turns, reaching Peace via an extension of Harrington Street that completes the street grid. The cost estimate for R/W acquisition for this project is $17,700,000. The City of Raleigh is requesting $3,000,000 to assist NCDOT with R/W acquisition. B-5317Capital Boulevard and Wade Avenue Bridge ReplacmentThis project involves the construction of a compact signalized diamond interchange incorporating sidewalks on both sides of Wade Avenue as a part of the bridge replacement identified in the TIP scheduled to begin construction in 2016. The cost estimate for R/W acquisition is approximately $4,500,000. The City of Raleigh is requesting $2,000,000 to assist NCDOT with R/W acquisition. U-5521West Street ExtensionThis project will complete the preliminary engineering and design for the proposed extension of West Street from Martin Street to just South of Cabarrus Street. The design will include engineering of a grade separated underground street that includes an 8’ sidewalk and 10’ multi-use path, in addition to two 12’ travel lanes for motorists and two 4’ dedicated bicycle lanes for cyclists. Upon the completion of the preliminary engineering and design, the project will be programmed right-of-way and construction and will provide safer transportation options for pedestrians and cyclists to access Raleigh Union Station and downtown Raleigh.
